Planned separately, there's a real gap in the middle: who confirms it's safe to restore, and from which backup. Do I need Veeam and a Black Panda subscription already in place?

No. Most clients have one or neither. Planning starts from whatever backup platform is already running — Veeam or Synology — and IR-1 is enrolled as part of the engagement if it isn't active yet.

How is this different from just having backups?
